I'm not aware of a site or service of this kind, not in English nor in Dutch. Usually one looks for a physician or a practice in the neighbourhood or gets recommended by a friend or the insurance company.
Most of the primary care is covered by the basic insurance in the Netherlands and physicians get paid by the insurance companies. This is why the insurance companies can tell you best where to go in your neighbourhood. This is also why there is not really a recommendation service (there's not much to choose from). I'm not sure if you have connections with a Dutch insurance company?
If you don't and are free to choose, just pick one (who takes new patients) or ask people in your neighbourhood. Click here for an overview and look at the map for a practice in your neighbourhood; myself I visit Nijst & Haesen.
